Emergency Services District 1

Ensuring Reliable Emergency Services Across Our District

About GCESD1

Galveston County Emergency Services District 1 provides funding, oversight, and long-range planning to support fire protection and emergency medical services within the district. Through its partnership with Santa Fe Fire & Rescue, the district helps provide the resources needed for effective emergency response, including personnel, apparatus, equipment, training, and operational support. This partnership helps ensure residents, businesses, and visitors have access to dependable emergency services that protect lives, property, and the overall safety of the community.

What is an ESD?

An Emergency Services District (ESD) is a local government agency created by a vote of the public to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated Harris County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. An ESD collects taxes based on appraisals of real and personal property and usually contracts with a service provider. There are two types of ESDs: one is for fire protection and the other is for emergency medical services (EMS).

ESDs are governed by a board of commissioners who live in or understand the community. This ensures decisions are made with local priorities in mind and that residents have a voice in how services are delivered.

Fire Extinguisher Safety Basics

A few simple steps can help you use a fire extinguisher safely during an emergency.

In a home fire, every second matters. A fire extinguisher can be useful for small fires, but only if it is safe to use. Always make sure the fire is contained and that you have an exit behind you before taking action.

Important Fire Extinguisher Tips:

  • Only use a fire extinguisher on small fires that have not spread
  • Stand several feet back and keep your exit route clear
  • Aim low at the base of the flames, not at the smoke
  • Sweep across the burning area until the fire appears to be out
  • Back away slowly and continue watching for flare-ups
  • If the fire does not go out quickly, evacuate and call 911
